Statement of Work to be performed: Candidate will perform contracted work as directed by the City of Memphis Management as a GIS Database Administrator and Analyst.

JOB OVERVIEW

Support the design, development, and implementation of the Enterprise GIS applications and solutions through the use of the ESRI ArcGSI Server Platform.  The primary role of the GIS Applications Developer involves the development and the maintenance of web-based and mobile GIS applications and tools for the Enterprise GIS for supporting the business needs of the City’s various Division and departments.  Provide GIS system architect and system administration support for the existing and future ArcGIS server environment for the City of Memphis Enterprise GIS.

Scope of Work

  • Lead the Design of user friendly web-based mapping and mobile GIS applications and tools.
  • Performs complex, integrated programming, data analysis, and application development including maintenance and future enhancement of existing applications.
  • Develop GIS application project proposals, identifies omissions and errors in requirements, and conducts feasibility studies; recommends optimum approach and develops GIS applications designs for projects.
  • Documents, designs, codes and tests GIS solution and GIS applications; designs and carries out GIS procedures, both simple and complex; and performs programming for data creation, analysis, conversion and transfer, graphic production, and project reporting.
  • Prepare training materials and providing training on new application end users.
  • Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems.
  • Provide solution architecture, systems, engineering, administration & software engineering including application & data architecture expertise for ArcGIS Server environment.
  • Defines the requirements and systems architecture necessary to support the business objectives.
  • Ensure GIS standard platform services to establish base architectures to be implemented in support of various GIS application development efforts.
  • Work closely the GIS SDE/SQL database administrator in support of the SQL Server database.
  • Provide technical standards including tools & platforms for application development.
  • Create and maintain system operational documents.
  • Identifies, tests and resolves complex system issues (e.g. monitoring and tuning).
  • Perform asset management of all GIS systems-ArcGIS Server, SDE database Server and ArcGIS desktop, scheduling installations, upgrades and maintain them in accordance to established IT policies and procedures.
  • Plan and implement system automation, test procedures and system backups.
  • Forecast near and long term applications and services hosting capacity needs.
  • Develop and maintain standard operating procedures and as-built documentation of GIS environment administration, change management, asset management.
